Have you tried getting an unlock code from Sony's website? Mine didn't work with flashtool, then I ended up trying to get an unlock code from the sony website, it worked and unlocked my phone's bootloader nan.
I've seen this particular error from another user before, I just don't know what exactly is causing it, no one seems to accept the answer on google search. If you regularly use the latest version, try a slightly older Flashtool firmware, for example (0.9.25.0).

My suggestion is to try the adb fastboot tool (see Sony's guide to unlocking the bootloader), run fastboot from a command prompt in Windows (power + volume up) until you see low blue on the notification LED calibration. Then put this command in cmd
